Job Description (Terms of Reference) for the position of Ugandan Coordinator
Post Title: Project Coordinator, Uganda
Project Name: Strengthening Community-led Reintegration and Promoting an Achievable Defections Framework
Duty Station: Kampala, Uganda with travel throughout Uganda and parts of Eastern Congo, including Beni Territory
Duration: 18 months with possibility for renewal
Language Requirements: English required; Luganda, Lusoga, French, Swahili, Nande desirable
Start Date: October 15, 2020
Background
Uganda and eastern Congo have a history of shared non-state conflict and violent extremism. Establishing a cross-border
approach to address these problems will lead to a higher chance of success. This project will focus on reducing violence in
the two countries from transnational armed groups by creating a coordinated process for defections and reintegration.
Without sufficiently coordinated steps, defectors often face a challenging and hostile reintegration environment. This project
will work with Ugandan and Congolese government, civil society, cultural and religious leaders to create a common
understanding of the challenges facing the region. This knowledge will inform the creation of humane and effective standard
operating procedures for defection and reintegration, which will in turn be used to train communities on how best to welcome
home returnees. Effective defection and reintegration programs will encourage additional defections and reduce the
likelihood of new recruitment, thereby weakening violent armed groups and making communities safer for all who live there.
Scope of Work
The Uganda Project Coordinator will have the following duties and responsibilities:
- Execute all Uganda project activities, maintain set timelines, and be responsible for meeting project outcomes
- Organize the convening of a cross-border Conference of Experts for key Ugandan and DRC leaders to share and learn from
past efforts to promote defections in the region
- Facilitate intra-country convenings in Uganda and the creation of a working group that will meet monthly on issues of security,
recruitment and defection trends, reintegration needs, and related challenges
- Organize and coordinate a Uganda-DRC Key Leaders workshop with the aim of creating a cross-border Defections Road
Map
- Work with government, UN, and civil society representatives in the creation and refinement of new cross-border standard
operating procedures (SOPs) for defectors
- Working with local partners, oversee community-led trainings, including the creation and dissemination of training materials,
to help facilitate future defections at the local level
- Oversee the financial disbursement and track progress on four pilot projects in the region, working with designated CBOs to
ensure project timelines and targets are met
- Oversee the work of the project accountant and ensure strict adherence to financial compliance, recordkeeping, and
reporting
- Work with the project lead at ANCHOR to ensure the project is meeting all M&E deliverables
- Create and deliver monthly and quarterly project reports to relevant foundation personnel Degree of Expertise and
Qualification
- Bachelor degree or higher required, related to conflict resolution, program management, or related field
- At least 5 years extensive professional experience of project implementation and management, preferably with experience
in areas of Eastern Uganda
- Existing relationships within the Ugandan government and civil society leaders in Uganda
- Good communication and excellent reporting skills in English
- Ability to work independently and travel to remote areas
- Personal flexibility and high motivation
- Highly organized, detail oriented, and ability to meet timelines
- Proficiency in Microsoft Office, Excel, Powerpoint, and Google docs
- Program experience in preventing/countering violent extremism (P/CVE) and reintegration preferred
- Experience managing government-funded projects desirable
- Legally able to live and work in Uganda
Remuneration
Salary is competitive and will be negotiated depending on the qualifications and experience of the candidate selected.
Reporting and Supervision
The Uganda Project Coordinator will report directly to the Project Manager, based in the US, and will also coordinate and
receive directive from Bridgeway Foundation's Chief of Operations and Project Officer. The Uganda Project Coordinator is
expected to work closely with Bridgeway contractors in Uganda and the Executive Director of ANCHOR, based in Kampala,
on all monitoring and evaluation (M&E) aspects of the project.
